They are called rosettes! I cut my paper into 3" x 12" strips, then I used a scallop border punch, and then I scored between each scallop. Last, used STRONG glue to glue the ends together. Push down in the middle to make the rosette. I also punch a circle to glue it to on the bottom and on the top to keep it in place. I hope this makes sense.
